It’s hard to believe that $3.65 a gallon gasoline would put a smile on a consumer’s face. But if you reside in Chicago or the infamous Cook County, $3.65 a gallon is over a $1.00 less than you are currently paying to fill up or at least keep some fuel in your tank.
